Currently RpcJobColocatingRebalancer has an in-memory cache of jobGroup to virtual partition assignment.
This PR will remove the need of in-memory cache to avoid reshuffle job if leader of the controller changes and cache is invalid.
This PR will rebuild the assignment from the storage data.
