Refactors implementation of
cli::runto support an unsandboxed variant that bypasses communication with the server.Adds a suite of tests to
tg runin the CLI to ensure correctness between sandboxed/unsandboxed variants.There are currently a handful of tests that are failing in both sandboxed/unsandboxed variants (related to --checkout, --verbose, --executable-path) that I will resolve before merging.
