Add GitHub Pages documentation and deployment workflow

Summary

• add a static GitHub Pages documentation site for ACOR with installation, topology, CLI, and adapter guidance
• add a GitHub Actions Pages workflow and update CI triggers so docs changes are validated before merge
• fix the README install command and link the repository to the published docs site

Verification

• make test
• make build
• ruby YAML parsing for .github/workflows/ci.yaml and .github/workflows/pages.yaml
• served docs/index.html locally with python3 -m http.server and verified expected content
