This technically introduces some constraints on how parts of each lint pass has to be declared, but this isn't restrictive in practice. Lint registration and
explainhave been moved out ofclippy_lintsintoclippy-driverandcargo-clippyin preparation for splittingclippy_lints. The rest will be moved out in a separate PR.changelog: none
