This PR is related to #2377
Cog base images with Ubuntu 24.04 is broken as it looks from my side, some issue with Python build. For now, Cog automatically select Ubuntu 24.04 from Nvidia's CUDA devel images as highest available version. This PR adds ability to force 22.04 and build working image via new env COG_UBUNTU_VERSION.
It worked out for me, maybe it will be usefull for you guys. Indeed, fixing Python build on 24.04 is a better option, but I personally cant understand how to do it — spent some time with no result.
