The bug seems to already be fixed on main, but the fix isn't in a release yet. This should give a temporary fix.

Yay! This finally works, which will allow us to get it back under CI (and slowly update Python versions, as OPS supports newer releases). This is ready for review and comment. Without review, I will merge this after at least 24 hours, no sooner than Mon 15 Dec 19:00 GMT (13:00 my local). |

Now miniforge is effectively identical to the old mambaforge.
Also includes a bump of Python versions.
