Updates the Flowey check-in gates pipeline to prevent Hyper-V servicing filters from accidentally selecting OpenHCL PCAT tests that are flaky on AMD SNP runners.
Changes:
- Rename the CVM nextest filter closure parameter from
archtoisolation_typefor clarity. - Keep Hyper-V OpenHCL PCAT tests gated to TDX runners only.
- Explicitly exclude any
pcattests from the SNP CVM filter to prevent unintended selection via other filter clauses (e.g., servicing).

The Hyper-V servicing test filter was picking up some OpenHCL PCAT tests that are flaky on our AMD SNP runners. Makes sure those are excluded.
