maybe you'd want to give instructions for running postgres in a docker container, like
docker run -d -p 5432:5432 -e POSTGRES_USER=postgres -e POSTGRES_PASSWORD=postgres -e POSTGRES_DB=mev_inspect postgres

What does this PR do?
Provides instructions for running mev-inspect-py outside of kubernetes ('monolithic mode'). Useful for debug, potentially easier for small-scale setups.
Testing
These instructions have been tested on a clean Ubuntu 22.04 virtual machine.
