This is the first draft of a potential user guide for Transfer Learning.
It is probably far from being finished, hence this PR is intended to be a basis for discussions about what the topic should look like. Hence, I decided to already publish this PR rather early, knowing that some members of the team tend to also look at PRs on the weekend ;)
