Add "Share at Timestamp" Button to Hearing Transcript Lines

Steps to test/reproduce

For each feature or bug fix, create a step by step list for how a reviewer can test it out. E.g.:

1. a hearing page such as http://localhost:3000/hearing/5540
2. Click on a share link button on the transcript
3. Paste into the browser search bar
4. check that video loads at appropriate timestamp and correct transcription element is highlighted
