- Add NoopAuthManager for "none" authentication type
- Register "none" auth type in static registry with case-insensitive matching
- Add KnownAuthTypes() to distinguish known-but-unimplemented types (NotImplemented) from unknown types (InvalidArgument)
- Integrate AuthManager into RestCatalog
