This PR applies the "safe" changes from npm audit fix.
npm audit still reports six "high" severity vulnerabilities, but the only fix offered for this is to down level @stoplight/spectral-core to version 1.2.0 from 1.21.0. I don't think we can take such a huge step backward, so I think we just need to wait for a fix in Spectral to address these vulnerabilities.
