RMC TotalRisk Applications Guide

This PR implements the 20231010 draft of the RMC TotalRisk Applications Guide. Hydrologic Risk Analysis has 5 examples and Seismic Risk Analysis has 3 examples.

Changes to Draft

Some adjustments were made to the draft document, including:

• Referencing sections by name rather than number (ex. mentions of Section 2.1.1 became "Hazards from Example 1") to match website structure.
• Adjusting figure and table numbering (some tables and figures fell out of order later in the draft document; resolved via automatic numbering).
• Relocating tables and figures to better align with the text referencing them
• Converting Table 48 from an image to a table and creating collapsible panel to consolidate data.
• Temporary figure placement (ex. Figure 69 was referenced but had no image, so a placeholder was used).
• Docusaurus admonitions for document comments.
• Minor typo fixes (ex. words, incorrect figure references).

Changes to Website

These changes affect components outside of the RMC TotalRisk Applications Guide page.

• VerticalTableNoRef: Added styling components to match its VerticalTable counterpart. It now matches online documentation for the component.
• Navigation: Enabled option for RMC TR-AG on the toolbar and RMC TR landing page.

Things to Consider

• Tables 41 and 42 appear to be equal to tables 50 and 51.
