New tap-cli crate providing command-line interface for all TAP agent operations, mirroring tap-mcp capabilities as CLI subcommands with JSON/text output. Includes agent management, transaction creation and lifecycle (transfer, payment, connect, escrow, capture, authorize, reject, cancel, settle, revert), customer management with IVMS101, delivery tracking, received message inspection, DID operations, and communication (ping, message).
