• Updated _data/navigation.yml to move the article to the Programming section.

• Standardized internal links in "See Also" section with trailing slashes.
• Reformatted raw URLs in "Further Reading" into clickable Markdown links.
• Fixed broken external documentation links for ROS 2 and Nav2.
