This PR introduces an Enterprise tab to the OpenHands documentation site, providing initial content that explains what OpenHands Enterprise is and its key benefits.

@jpelletier1 I started this -- feel free to modify. I had started other content long time ago in All-Hands-AI/docs-enterprise but it will need to be refreshed but happy to start doing that and working with platform team to build out latest install docs.
