Why these changes are being introduced
The button on the Citation Search forms and the actions available in a result details page were not obvious and didn't match MITL DS styling.
How this addresses that need
This work adds in relevant SASS mixins to apply (or override material design styles) to either button or underlined link treatments to key actions.
