update to latest goshtalt #75
Description
goshtalt was hopefully updated to allow both /etc/appname/appname.yaml and /etc/appname/conf.d/override.yaml files at the same time. We need this for multi-region broker failover as we are dynamically updating the override file using aws appconfig.
