dcat:Dataset vs rdfg:Graph

Summary

When converting between TriG / JSON-LD and CIMXML, the handling of dcat:Dataset vs rdfg:Graph
We are using TriG rather than Turtle so that we can handle multiple graph. With the exception of dcatcim:DifferenceSet we are handling one-to-one between dcat:Dataset and rdfg:Graph.

Current behaviour

During conversion from TriG → CIMXML, we observe dataset metadata such as:
<rdf:type rdf:resource="http://www.w3.org/2004/03/trix/rdfg-1/Graph"/>

This appears inside a dcat:Dataset

Design

For TriG we would like to include:

@prefix rdfg:     <http://www.w3.org/2004/03/trix/rdfg-1/>

    <urn:uuid:e710212f-f6b2-8d4c-9dc0-365398d8b59c>
            rdf:type           rdfg:Graph , dcat:Dataset;

For cimxml we should only use dcat:Dataset or md:FullModel
