Bumping outside a version range with upper and lower bound results in a strict dependency

For example:

-    , rest-core >= 0.28 && < 0.31
-    , rest-gen == 0.13.*
+    , rest-core == 0.31
+    , rest-gen == 0.14.*

here rest-gen got the proper granularity but rest-core should be == 0.31.*.
