[Feature Request] Decline Request with Comment

Description

It would be nice if when Declining a request you could add an optional message so the user would know why a request is declined. Just a tiny little feature that would neat for both administrator and user. I sometimes have users request foreign media series that I know I won't be able to get and I'd like to give them a reason. It would also be nice that if I edit a user's request I could give them a comment as to why I had done so.

Desired Behavior

When Declining Request, modal pops up with option to give comment, this can be optional. It would show up in the notifications sent to a user, Email, Discord, etc. Would also show up in the Requests tab of Jellyseerr.

thank you for your suggestion to have the option to add a comment when rejecting requests. This is indeed a useful feature that helps both administrators and users to create transparency.

I would like to expand on this idea and suggest that it should also be possible to provide a reason when blacklisting content. This could be helpful for both users and administrators to avoid misunderstandings and improve communication.

Suggested functionality:

• Blacklisting with comment: When adding content to the blacklist, a field should be available to enter an optional comment or reason for blacklisting.
• Display in notifications: These comments should be visible in notifications (email, Discord, etc.) and in the requests tab of Jellyseerr to help users understand the reasons for blacklisting.

I hope this enhancement is considered as it could further improve the user experience.

I implemented part of this to see if it's feasible and it works just fine. Just giving a heads up to see if there's anyone else working on this so I don't needlessly open a PR
