test(cli): add integration test for NoRuns error path

The NoRuns error path through the CLI (e.g. running piano report with no run data) has no integration test.

Per the testing standards this falls under "loud failures" so it's low priority, but a test asserting stderr contains "piano profile" would lock down the recovery guidance introduced in #158.
