Failure to load from PC-DOS 7.01 CONFIG.SYS #1

As reported over on vogons.org, K6INIT fails to load from CONFIG.SYS on IBM PC-DOS 7.01 (a.k.a. PC-DOS 2000, a.k.a PC-DOS 7.0 Rev 1) with the following message:

Keep C fatal error: Unable to fixup segment references.

It does this regardless of the order of things in CONFIG.SYS. It doesn't matter if I try to load before/after HIMEM.SYS, or as the first thing in CONFIG.SYS, or later in the boot process. It's a K6-III+ CPU, in a 5ALI61 (a.k.a. AGP-ALI) mainboard. Amount of RAM installed doesn't seem to matter. (Tried various combinations from 16MB to 512MB.) It also doesn't seem to matter if I specify an argument for it or not.

Loading it from command prompt works fine. Best performance uplift I get with enabling MTRRs for LFB and VGA.
