feat: add flags for --force-makefile and --force-readme #43
Description
We should not overwrite the Makefile or the README.md as consumers of operator-builder may make updates to these files. Additionally, we do not want to simply use the --force flag, because that is generally used for overwriting controller code (not code that is generally modified).
