Figure out Vercel team access and authorizations

Currently, only @Czaki and Talley have access to authorize Vercel deployments.

At a minimum, we should remove Talley and add one of the core devs - I'm happy to be added.

However, we should also decide whether we want to pay for a larger team. We should also explore whether there are more lax authorization options for PRs, so that core devs opening PRs to npe2api don't require authorization.

@Czaki Could you please add @DragaDoncila to the Vercel account as a replacement for Talley? We have a few PRs in the queue that need to be authorized too. Thanks!

@willingc yeah Grzegorz and I spoke about this. The current free tier of Vercel only allows one owner, so we think if we remove Talley we'll just be left with Grzegorz and not be able to add anyone (we think the two owners were grandfathered in when Vercel changed their tier), or worse, somehow lose access because Talley was the original creator of the team (seems unlikely?). So we need to get together at some stage and try this, and pay for additional members if it doesn't work.
