Workaround :

Comment out Use-WindowsUnattend -Path $mountdir -UnattendPath $unattendFile
Keep the Copy-Item -Path $unattendfile -Destination "$mountdir\Windows\Panther\unattend.xml" line - this is the alternative method that works

The Copy-Item to the Panther folder should be sufficient because Windows Setup automatically looks for unattend.xml in the C:\Windows\Panther directory during boot.
