config instructions request

Hello. It might be nice if the README or --help output explained how to create a config file (syntax). Or didn't require one if user+pass were provided on the command line :)

Seconding a request for documentation on configuration.

Please update the README.md as well to reflect the requirement of python-3.6 to even run python --help. Would have saved me some time and frustration.
