github workflow to run tests to emulate running on Levante

• levante uses redhat
• you could run in an ubuntu env (since github does not come with redhat nodes) and then launch a redhat container
• install necessary software there (e.g., cmake, pnetcdf)
• emulate module load system so that you don't have to change things? Or just have separate test script?? probably better to emulate module load since that will mean I can just re-run the exact script provied alr in the repo
