Package Maintainace / Python 3.12/3.13 Support

The last build of the package is quite old.
Wheels were only provided for Python 3.9.

Current Python 3.12/3.13 is not supported.

It would be nice if a new version could be released that supports these versions.

Also the package is missing a Description on PyPi.

It would be nice if this could be added.

I can create a MR that does both, but only if there is interest by the maintainer to merge them.

Doing so I also would migrate the package to use to up to date pyproject.toml format.

Thank you! Agree, this project could use modernization. PyO3 and maturing went a long way since the last release.

If you make a MR, I will be able to review it on May 3 or a bit later (I'm currently on vacation without a computer)
