Error when trying to invoke the "New Start Action" and "New Done Action" tools inside a package named "Actions"

Steps to reproduce

1. In an Action Flow diagram, create an action def.
2. Open the palette, and in the Behavior section, invoke the New Start Action tool

Expected result

A start action is created and displayed inside the operation's action flow compartment.

Actual result

Nothing is created, and I get an error message instead:

Something went wrong while executing the tool 'New Start Action'

Note that I can not work around the issue by creating the start action from the Explorer, the choice is not available in the New object modal.

Same for "New Done Action"

It is due to fact that your elements are stored inside a Package with a name corresponding to a standard library name.
It leads to name collisions, and one of the symptoms is that the start and done tools don't work anymore.
Just rename your package and it will be ok.
