Support fetching specific band only from band-interleaved TIFFs

Useful for multi-band situations e.g. from multispectral/hyperspectral images or some embedding GeoTIFFs that have X number of bands.

Notes:

• Since LERC-compressed TIFFs are band-interleaved, could potentially use that as a test case? Xref Add LERC images with multiple bands, both pixel and band interleaved geotiff-test-data#26
