[BUG] Faster Synchronization with Databricks CLI

Describe the bug

VSCode extension is using databricks CLI binary in the background. New version CLI are released often, introducing new features etc. Extension however lags behind, which means that when for example bundle is deployed through vscode it fails if feature for higher CLI version is used.

Additional context

If I might suggest, you should release extension in sync with databricks CLI. Alternatively a good solution would be also to provide a setting where we can provide a path to databricks cli binary as an override of default behaviour.
