Table of contents links go to the wrong page

Describe the issue

Links in the table of contents when I am looking at a specific service do not link to the correct page. For example the "Operations" link is to https://docs.aws.amazon.com/AWSJavaScriptSDK/v3/latest#operations when I am on the https://docs.aws.amazon.com/AWSJavaScriptSDK/v3/latest/client/s3/ page, which takes me out of the S3 docs rather than taking me to https://docs.aws.amazon.com/AWSJavaScriptSDK/v3/latest/client/s3/#operations as expected.

This appears to be the case for all services, not specific to S3.
