Redo everything around botdata.cfg (Secret Santa datastore) to allow for sharding

Possible solutions:

• switch to SQL databasing
• switch to JSON formatting
• adding one more dimension on top of current ConfigObj so that botdata.cfg is formatted with <key=server ID, value=current ConfigObj format> --- will require rework of ConfigObj

All solutions will require rework of ConfigObj read in cogs.SecretSanta.init(...)
