[3.0] Banned members on memberlist?

Currently in 2.0 and 2.1 banned members are showing under admin > members.
They are not showing under the member list that is accessed from the main menu.

I don't really think we should actually treat banned accounts as inactive in that regard. Banned status is not public in any other way, the accounts posts show up normally, as do their profile pages - So why would we publish that they are banned, by hiding them from the memberlist?

Creating this issue as a note for the future, based on a discussion in a private board on SMorg, so that it doesn't get forgotten.
