This frontend PR is not related to any other PR. Checkout latest development branch code of backend to test.

Main changes explained:

• Updated file PurchaseForm to include validations for the fields like Project, tool, quantity and set time to use.
• Added real time validator and contextual helper to guide the user filing valid details

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to http://localhost:5173/bmdashboard/tools/purchase
6. Ensure all inline validations display immediately as users load the page.
7. Confirm that contextual helper texts are clearly visible for mandatory input.
8. Verify that the Submit button remains disabled until all required fields are completed.
