move `tasks.phase_word_align` and `tasks.align_econ_lpgbt` into `daq.setup` or something instead of `tasks`

These are pretty low-level "setup" style tasks that, unless I'm missing something, don't need to be done as regularly as other high-level tasks like pedestal leveling and other parameter-tuning things.
