[Feature request] Allow disabling Gcloud uploads #35

I would like to be able to disable uploads to Gcloud
Current behavior
There is no parameter to disable uploads to Gcloud, and Flank would fail with a StorageException, making SimpleFlank not feasible for small projects, as it would require a Blaze plan
com.google.cloud.storage.StorageException: The specified bucket does not exist.
Expected behavior
Have a parameter on the task that allows disabling uploads to Gcloud, enabling to use SimpleFlank with a Spark plan
