Mission manager seems to become unavailable to orchestrator after some point

Not sure if this is a bug or orchestrator's (Kimi K2.5) misunderstanding of how the tooling works, but decided to publish just in case. Better to create a wrong issue than never create a real one because you thought it was wrong
