Description
Please make this a separate function. The reason is that in classic Tahoe, losses are determined by timeout or three duplicate ACKs, rather than by ECN or RTT.
Therefore, it should be made a separate function and marked as TO-DO, indicating that it will be changed in the future.
Alternatively, you can remove the TCP-Tahoe name and use something like simple tcp cc, which I believe is a better option.
