Does this stack-up use prepreg foils for the outer layers? It looks like the signals are routed so that the prepreg layers are the dielectrics for high speed signals. Switching to a core construction, with cores as the outer layer, is easier to manufacture and will have less dielectric thickness variation for the controlled impedance signals.
