Arc enabling should stay optional and not mandatory

This an important feedback.

In the last release, Arc enabling has been introduced to become mandatory. This is a huge mistake.

Arc enabling something should stay a customer decision.

Can you please remove this problematic requirement in AKS Edge Essentials?
