Architecture Agents for ADRS, Specs, Guardrails and Specs

how can we create (project specific or global?) agent profiles, e.g. a Architecture consultant which works on creating Architectural docs and specs, whihc might even land in sklills for a given larger project whihc should share all these architectural guidelines and cinstitutions? Techincally just another "Coding" agent writes Markdown and a dependendency to create such ADRs, Constitutions, Guardraiks first, before the Coding game starts?

This would greatly improve (cross) project consistency.
