Unable to connect to OBS websocket

I attempted both the best guess IP address from OBS, loopback IP address, and simply localhost.
The port is the same as well as the password.
There is a text source with the correct name in OBS.

This is a known issue, but thank you for reporting it.

The best current workaround, is to simply use a browser source in OBS, rather than a text cue. You can get the relevant details from the 'Web Server' tab in VTKounter.
